    I am quite sure that more then one left the showroom with the simple dealer installed tiller.-----Step # 1 is to find a tiller handle.----Even the 50 HP model was fitted with an optional tiller.

    Stop.----Remove bypass covers ( side of block ) and inspect pistons / rings on low compression cylinders.----Likely you will find broken rings.

    First picture.-----The piece with the vertical lever is removed and the tiller goes on there.-----Or yes I believe that control box ( 1973 or newer ) will work on that 59 model if you understand simple wiring.

    Dealer help varies.----If not listed on the computer screen many dealers stop helping.----No $$$ in researching / giving advice.

    Depends on your willingness to work .---The value you put on your time ETC.------Ability to find used parts in your area.----Or simply buy a new motor if money is not a problem.

    Those motors came with a junction box that mounted inside the boat.-----Do you have all the electric start wiring harness?

    Your local SUZUKI dealer likely will have those fuses.-----They built that motor.

    There was a tiller option.-------I think you remove the piece with that throttle lever.-----Then install the tiller bits there.----E-bay might have the odd tiller handle listed.-----Your location ?

    Those 40 HP motors were elegantly simple.----The average person can learn to maintain / service it with simple tools.-----First thing to do is a compression test.----Then check for spark to jump a 1/4" gap.----New impeller.----Inspect thermostat.----Change gear oil.
