plate looks to be even with keel.previous owner said transom is about 2 inches or more made fm 3/4 plywood.there is no movement in transom what so ever

If the transom is sound, why not go with an offshore platform and then just fill that cutout back in and glass it over. It would probably run you about 1500.00 when all is said and done but it might save the boat.

Can you see where the cut out for the out drive is from the inside.IF it is covered up and sealed correctly,that is there has been no water intrusion this is what I MIGHT do after inspection and bore hole into the transom to see if it is solid.I would have two knee braces fabricated out of angled steel.Through bolt them into the transom and lag bolt or through bolt through the side of them into the stringers.Depends on how you design them and the width of stringers.Then I would have bracket fabricated out of steel to hang the motor on at the proper height.That bracket, as wide as the knee braces would bolt up opposite them.At this point you are looking for a functional boat,not show piece.I would fill in the old cavity and be back on business for around 500.The old transom should have a wood core and be able to work with no added stress.I am no engineer so take it for whats its worth,my disclaimer.

A jack plate needs something solid to bolt up to.So if the transom was solid you MIGHT be able to use a JP as is or put a 1/4" or 3/8" steel plate across the cutout to seal off the water and get the plate up a little bit.At that point,yes it probably would work as long as the transom is checked out to be strong enough to take the push/pull again with knee braces added if needed.No matter what you have to raise up the cut out so it is higher off the waterline.

Do i see a second engine on a bracket?
have you tried removing that engine and seeing how the boat sits?

the jackplate, raise the motor, seal it up. if it's solid, plan won't work because he'd need a different outboard.... the one he has is too short for the draft of the boat......

O/P, where are you located?.... lets put out heads together and find you a hull.... for a LOT less than it would cost to fix this one...... It's not worth the work, money, and danger of using it....

UGH!.. I see you have another issue.... all of 4 boats on craigslist there... UR in the stix aye.... I sure hope you have other local resources there.... Do you travel much? IE to the states or bigger cities in CA?

On the other hand I bet it's beautiful there.

That would be offshore.. It's a 18-24" bracket/platform that extends back from the transom. The motor is then mounted to the mount at the rear of the platform. You can run a short shaft motor that way and in this case you could just fill back in that cutout and glass it over.

The true purpose of the offshore platform is to help keep the motor in the water when dealing with swells. We run them on our fishing boats, North Rivers, Jet Crafts, etc so we have some place to put the coolers... Serious... Some jet boats have them for any number of reasons but mainly for asthetics. You see a variation of them without the motor on some boats and they call them swim platforms but the idea came from the offshore platform or,,, maybe it was the other way around.

Anyway, I thought it might be an option rather than giving up on what you already have.

I've been pondering on that idea.... Normally I'd say junk that hull but now that we factor your location in..... It MIGHT be worth the work but you really would need to replace the whole transom and really I think you'd need a longer shaft engine. I think that to even consider this is a last resort... I'm thinking you could very easily sink another $3000 into this and it is a crapshoot on how well it will perform.

Do you have any local resources... boatyards, marinas, etc?

After looking at pics again I wonder why the waterline is so high on a 18' boat.Is there a built in fuel tank in the stern area.I know it is a deep v but something is out of whack.Without that heavy I/O setup I would think it would float like a cork.The waterline should be a couple inches at the most above the stern chine line.[Where the sides meet the bottom at a right angle]If you have a 20" leg it should work with a bracket or JPlate.
