    Might try swapping plug and wire from one that is firing ever coil and power pack also it is easy to get the orange coil wires reversed check compression

    I would change the tilt and trim fluid with transmission fluid if it is black should be red if you need advice on how to change it and refill it just post back

    Kenny I understand you measured 13.6 at battery clean all connection s at battery terminals check voltage at starter solenoid if you could also take picture of screw board or explain where the bord is would help look for all fuses clean their connections let us know what you find
