    No need to bleed to see pressure above 10 psi, the HP pump will push above 60 psi. There are 2 things that control pressure, the pump and the regulator.

    The flat style distributor cap can and does cause issues. The motors timing is controlled by ECM, and the ECM assumes the dizzy is exactly where it should be.     I would first disconnect line going into VST and see if you can get any fuel to come out. If fuel comes out then go into the VST, could be the needle is stuck or it may be clogged.
