1991 pcm nautique not able to crank after major flooding from carb

Fuel would not cause what your seeing Looks like a weak starter or bad battery cables or rust. A motor will not do what this one is doing without a major problem. Just because someone says it, doesn't mean its the truth. My guess is it wasn't winterized correctly last winter and water got in...

Starter won't turn over. New starter, new battery, fuel pump runs w/ key on 1999 Chaparral 2130 SS

The kill switch removes all power coming from the key If it was tripped then nothing at helm would work. The boat means nothing when trying to fix the motor. Which motor do you have?

Sound like fuel system, running out of fuel. Remove fuel line and place into a container, then crank motor to see if you get a good stream of fuel pulsing Place container under fuel pump and remove filter. Is there anything but clean gas? What does filter look like?

Engine will spin up in RPMs boat hardly moves

Normally yes, the coupler is on the back of the motor. Without more info it's either the coupler or the prop hub.

As @Bt Doctur mentioned, most likely your Blue/white wire is actually a Blue/Tan and goes to the oil pressure switch. The Blue goes to the oil gauge sensor The Blue/Tan goes to the oil switch. Edit: scratch the fuel pump comment, Tan/Blue sounds the alarm if oil pressure is lost Double edit...
