    It could be the Cir pump has problems. could remove large hose and use a long thin screw driver push up in side. With belt off Cir pump see if you can stop the pump from turning by hand

    When using the SN it comes up as a transom assembly but using the range of the number it would be a 1999 TBI with a MEFI 3 ECM. The thread list a carb motor. A carb wouldn't give a short beep when key is turned ON but a TBI would. The wiring for the switches/sensors is correct for a TBI motor...

    Agree compression numbers look good, but ... that depends on your gauge accuracy Seeing 150 is great, but you have blow by, which means compression is blowing past the rings. Blowing past the rings means numbers should be lower. The blow by is why you have so much build up on the flame...
