I have the pucks on the bellhousing, I also have the older style trim sender on the transom plate. The bellhousing was swapped out to a newer part that wasnt the original part for the boat.
Thats where my confusion is coming from. I am not sure if I should use the senders on the bellhousing...

What the others are saying is correct. More than likely you will find everything underneath is rotted once you open it up (including stringers).
Its not much more work to do all of it. After you will have peace of mind knowing that all of it is structurally sound.

I ordered the quicksilver shutter for my 1973 mercruiser 140. I know I have to drill out the rivets for the support bracket then use a sealant around it when I reinstall(per manual).
Should I replace with machine screws or with aluminum rivets?

You wouldn't bend flat stock by hand, you need either a brake or the edge of a sturdy work bench or vise and a hammer. The brackets on either of the pictures you posted are flat stock, just have to find out how thick (1/8, 3/16, or 1/4)
Well I have the worst part of the trailer repaired. I did not realize it was as bad as it was until I started grinding everything down.
I had to make my own u channel out of flat stock because nobody had the size I needed in stock.
I ended up being able to stitch weld the front and back...
If you go with the metal brackets it would be more cost effective to buy some flat stock by the foot with the same dimensions cut and bend them and then drill the holes where they are needed. The flat stock will probably be around $10-15 depending on your area. The brackets will be about $70...

It would be easier to pull the starter and have it tested (auto store should do it free). That will let you know without much effort or money if it is the starter. If it is bad possibly find a rebuild shop that can do marine starters or buy a new one.
Mine were not under the deck. If it were my boat i would install conduit to run them through. If anything were to ever leak it would not saturate the foam, also you could replace the lines more easy if it ever needed it. The foam sticks to everything and would be like trying to pull them out...
Only way to tell for sure is a core sample. 1/4 drill bit dont go all the way through, drill along the bottom of the stringers and transom. Inspect the shavings and if it looks like dry wood fill holes with PB. If it is wet or complete mush fire up the saws and replace.

Doubt there will be a stamped one unless it is on a plate somewhere. Ive never seen one stamped on the frame of a trailer although I have not seen a lot of things.
You should be able to drive it home without a plate (at least in the states you can) which would save you the headache of mailing it back.
Check your local laws about registering a trailer without a serial number. There has to be a way because people build their own trailer which would not...
