    There might be some damaged Wires in the Control Lever/Box. However, if the Pump is operating, but there is no movement of the Outdrive, that sounds like a Problem with the Hydraulics.

    Foam Floats have been used for Decades in Cars/Trucks, and I have never seen one with a flexing fulcrum like the one you showed. I would raise hell with Sierra, as their supplier is apparently slapping parts together with no regard to Quality Control
