    Trouble shooting starts with a compression test.----Post your numbers.----Possibly check the flywheel key.

    If the carburetor is full the bulb has done it's job.-----Motor should start and run for more than a few seconds.

    What are the model # of the 2 motors ?-----And does the serial # and model # from the disc on the block match the number on the transom bracket.

    Brother bought a simple 14' runabout ( maroon color ) in 1968.-----Had a 1965 Evinrude 40 HP with electric start.------He / we were proud of it -------Had much fun with it.----Fishing and water sports.-----But I think the standards today are different.-----

    There is a plastic guide tube to assist with assembly.----That tube does nothing after that.----The grommet inside the pump seals the tube.-----That plastic tube helps the novice to simply slide the bottom end into place.

    Just saw a 9.9 Johnson assembly video.----Presenter torqued all the crankcase screws.----Last step was to pound in the tapered locating dowel.------I thought main screws were snugged up then the dowel to locate the precision parts.----Then torque the screws with everything lined up like it came...

    I have motors with those breaker points and some breaker points like that in bins.-----Worked on many of them.----Fact----The throttle position does not matter.----No it does not !

    If there is fuel in the bowl and it won't fire then------Choke is not working .----Or weak spark.----Or carburetor is plugged.----Not cranking fast enuff.

    Marketing 101-----Put a 9.9 HP decal on a motor that produces 11.6 HP.------Put a 15 HP decal on a motor that produces 13.9 HP on the dyno.-----May not be exact numbers but you get the idea.

    Model # is ??---Sounds like the high speed jet is plugged.-----Found in the very bottom of the bowl.------Does spark jump a gap of 1/4" with ease ?

    Correct.----Crankcase compression is used to put pressure on the main oil tank.-----Perhaps there is an issue with the engine.-----Posting cylinder compression values may offer a clue.
