Disconnect the throttle cable from the throttle body (TB). Start the motor and see if it will rev up. Might be the linkage is broke
If the TB opens up and there is no more fuel it should die, but yours does not
Worst thing is shipping at Amazon. They list it will arrive in lets say 3 days. After selecting to buy, that date moves to 2 weeks. I try hard to not buy from Amazon
Get a voltmeter or test light.
Start at the switch and ground one end of the meter/light then turn lights ON
If it lights at the switch then go to the bulb
If it doesn't light at the switch, then back trace to the fuse and main feed
Might be corrosion on the connections
On a hose most all are 30 to 40 hotter
In the water a bit less but still hotter
Cruising, should be closer to the same
As mentioned, they should not be able to burn your hand, but also may not be able to keep it there
If a battery is discharged more then 50% it can be damaged. With battery switches OFF, battery charger has been turned OFF for at least 30 minutes.
Put a voltmeter on each battery and see if they are close to 12.7V

OK it cranks but does not fire. Does fire with starting fluid. It is a fuel problem and pump isn't being turned ON

Being a 99 and pump not priming its probably a MPI
Get a voltmeter and see if your getting power to the key red/purple wire
Turn key to ON and see if the purple wire gets power
Then with key ON check for power at the coil
The hp pump should show 50 to 60 psi and being at 50 is acceptable. Going quickly down to zero when pump shuts off is not good. It can go down slowly but should not do it fast.
Pump should be rock steady and not fluctuate. Just a guess but pump appears to be leaking internally
Send your injectors to be cleaned and flow tested

I wouldn't buy injectors from ebay, been a whole lot of folks have gotten cleaned up used ones which didn't pass test
With things moving look at electrical. Remove the wires on the starter and clean them up shinny metal. Measure the voltage at the coil and see what it does during cranking and while running. Use a spark gap gauge and connect to coil
