Fuel tank to engine hose routing

the only issue I would see would be the additional head you would have to overcome with the fuel pump vs running below deck. so to get fuel to the motor initially may really be difficult. some people simply run a 2 or 3" diameter length of PVC under the deck to run hoses, wiring and cables...

hammer and dolly. welding should shrink the panel. generally 3%, however up to 6% of the weld length. when we have weld distortion at work, we simply weld both sides. another thing you can do, heat the area up with a heat gun to about 350F and then rapidly cool with a few cans of freon...

FWIW..... there are gauge sender caps available. I believe that Rockford makes them. they screw in place of the tank cap and have a connector that you can run to a gauge. https://rochestergauges.com/ and I believe Moeler has portable fuel tanks with gauge senders they have the add-on module...

    mercruiser carburetor

mercruiser has literally been putting GM 350's (5.7 liters) in boats for well over 55 years. you have to be a bit more specific. like exact year and we need the serial number. over that time there have been 4 generations of 5.7 liter motors, and about 8-10 different carburetors used.
