If you "were" reaching max WOT RPM with 17 pitch then yes, you will be slower coming out of the hole, and may start lugging the motor. If you were over reving then should be fine
Yes you need to drop pitch. A motor looses HP at higher elevations. Might work with 24s but most likely 22s, but I just guessing based on 200 rpm per inch of pitch

Use the noid of meter, turn key ON, motor not running and the light should be OFF. Or with a meter measure both pins to ground. Both side will measure 12V. If one measured 0V then there is a ground being applied
Having a water connection like that you should have a Bravo drive.
Does your water connection use a valve that is closed before running?
If it does then I would go back to the Stat housing. Check the balls going to the elbows.
