    Fuel pump?? You sat it is not hot nor seizing, otherwise I'd suggest a possible hole worn through the side of the water tube. It wouldn't be the first one.

    Of course it does. The starter has to be completely dis-assembled and reassembled. You need a service manual or otherwise get the instructions. It's really fairly simple if you know what you are doing. Otherwise, it'll drive you nuts.

    So, the motor runs now. Problem fixed. The running motor will pull any remaining water out of the carbs. Different story if the tank had cruddy, dirty, old gas in addition to the water.

    The wires connecting the power pack to the sensor under the flywheel often break internally due to the flexing back and forth every time you move the throttle. They still look fine at a glance. Wiggle them back and forth while doing a continuity test on them.

Find a nail or something that will fit through that hole and set it aside where you can reach it later.     Easy to check. With pump off and hoses still attached, give the squeezer bulb a squeeze. Fuel should not squirt out the pulse hole. If it does, diaphragm is shot.

    Don't have an answer for that, but think about it. Plugs seem to indicate one cylinder running richer than the other one. The carburetor feeds both cylinders equally. Have you considered a leaky fuel pump diaphragm? That would flood one cylinder.

    They generally are used to plug a hole where a passage was drilled. Most likely yes in this case an idle passage.

    Low or no fuel through carburetor idle circuit. Slow speed mixture needle set too lean. Throttle synchronization out of adjustment. Air getting into crankcase. Loosing ignition at slow speed Checked compression??

    Shoulda bought an old Eska or Clinton outboard from the 1960's -1970's to see what happens when you blow all that salt air around under the cowling. They also required a water pump to cool the exhaust. Just sayin'....

    So, you've been in there, so you know it has those three balls and spring which make up the shifting detent. The purpose is to make it snap firmly into gear. Sounds like it is doing its job.
