Hi. That’s way way wrong for that set up. You’d be wanting a minimum 19” and likely a 21” to see where you are with either of them. If the engine is healthy, she should manage that no problems. I’d do a compression test on her to make sure.
Start with the distributor and rotor, if you’re sure your fuel is good. By far, the most common cause of issues like this. You have the flat cap unit that’s now become notorious for failure and random running issues off all sorts you can imagine. But check your fuel for its condition first off...
Apart from all of the above sound advice…I’d pull the plugs and check they aren’t wet or that there isn’t water ingress to the cylinders…caused by one of a few common sources. Like manifolds or risers…jacket or head etc etc. usually caused by frost damage.

Check your linkage arrangement at the side of the engine block and down the mid section too. May be out of sorts. Especially if the gearbox has been off for an impeller change recently
Had exactly this a few times over the years. Also with a bruce and same bottom condition. Learned quickly that the answer is usually to put the boat in gear and drive forward over the top of it. Always worked for me.

Pitot speedos don’t really start showing speed to nearly 20 mph I’d think. Good to look at when showing off to passengers though 😂. I can get mine off the clock showing way past 70 odd..but the gps will be less optimistic at a couple mph...
Do you have twin throttle remotes ? What’s the set up with the kill switch lanyard on your set up and when the engines were installed, was it properly wired to suit (if you have a combined remotes system with just one kill switch. Just a thought.
Hi. The drain plug is on the forward lower end of the torpedo shaped bearing carrier part of the gear case. The vent fill plug is up higher almost in line with the cav plate. Both port side of the engine I’m sure.
